Request for CSD Engagement on the Facts

Dear Tom and the rest of the CSD Board and Staff --

Please see below two items I would like to see addressed by the CSD in a public forum:

President Fayram made comments during the CSD's May and June 2022 General Meeting, and now has posted on Facebook, stating or implying that the information on the LOCAL Control website (or information coming out of my mouth) is "untrue."  Today's comment on my recent Facebook post includes the statement:  "You might be surprised that what you hear is not always true" – which we reasonably take to mean that at least certain statements contained in or linked to the Facebook post are untrue.  

We have no desire to spread any sort of untruth, and welcome any CSD board member or staff feedback describing the purported untruth with sufficient detail for us to amend our statement or rebut the assertion.   The community deserves to hear you engage with the facts.  In that light, please tell the community which statements in my Facebook post are untrue and what information on this timeline is untrue.  

Again, if we are making any sort of untrue statement, we are happy to address it.  The community deserves to hear the facts, not just silly name calling.  We welcome your engagement around the facts, and, frankly, it would be reasonable for us and community members to presume that your failure to engage around the facts is something of an admission.

It appears that, at least since July 2021, the CSD has pursued grant funding only for a gravity sewer system and a single large sewage treatment plant.  Further, the Board has stated or implied in public meetings and in chats with constituents that funding is not available for the more modern alternative decentralized systems presented at the June workshop. 

A brief review of current grant sources demonstrates that funds are available for such a modern system.  Because the Board has stated publicly that a decision has not been made as to whether or not a modern alterative system might work for the District, we presume that the CSD be applying for funding under such programs.  As shown below, it looks like there's over $20 million available for our region (https://water.ca.gov/Work-With-Us/Grants-And-Loans/IRWM-Grant-Programs/Proposition-1/Implementation-Grants ).  

The deadline for initial applications is August 19, 2022:

DWR will deliver the funding through two phases and will require applications for the first phase to be submitted by August 19 of this year. Applications for the second phase of funding must be submitted by February 1, 2023. Applicants must coordinate through their respective established IRWM Regional Water Management Group and can submit grant applications using DWR’s online submittal tool, GRanTS. DWR expects to announce the first phase of awards later this fall and the second phase in spring 2023.

Assuming that the Board has not adopted a resolution abandoning the Project Description set forth in the Resolution unanimously adopted in August 2019, or has an articulated reason why the funding is not possible, please tell the community whether the Board will be submitting a timely application for this grant funding and how the project is to be described in that grant application
